This appears to be the result of a dropped transfer roll, as the strong doubling is found only in a narrow vertical band visible in the 'D' of CANADA, 'VE' of REVENUE, 'TA' of TAX, and 'EN' of CENTS.

Similar to the above, but not as strong, another dropped roll in the same position, also showing doubling in a narrow vertical band visible in the 'D' of CANADA, 'VE' of REVENUE, 'TA' of TAX, and 'EN' of CENTS.
